Dutch Guarantee Fund’s Annual report 2010

Reimbursements risen with 11.8%

The number of claims filed with the Dutch Guarantee Fund, has risen with 7.5% over the year 2010 up to 57,200. The main cause of this rise was the increased number of claims involving damaged lamp posts, road security rail and the like. This was reported by the Dutch Guarantee Fund, the safety net to those who suffered damages by motorised traffic which cannot be claimed with an insurer, in its annual report for 2010.

Some 54,200 claims were filed in which the damage was caused by unidentified motorists (2009:50,200). The Guarantee Fund also comes into action when the liable party was uninsured. This led to 2,250 claims in 2010 (2009: 2,200). These numbers show that – at least for the time being – there has come an end to a long lasting annual decrease in damages caused by uninsured motor vehicles. However, the Dutch Guarantee fund expects a further decrease in the number of uninsured motor vehicles, due to the more strict control measurements by the RDW (governmental body that carries out vehicle licence registrations). The RDW will, during 2011, compare the entire database of registered vehicles to a database of insurers data, also managed by the RDW.

Over the year 2010, the Guarantee Fund paid out € 66.9 million, compared to € 58.8 million in 2009. This comprises € 53.2 in material damages and € 13.7 million in damages which involved injuries.

In 75% of all claims handled by the Guarantee Fund, complete or partial compensation was granted – a percentage that is around the same as in 2009.

The Guarantee Fund managed to recover € 2.7 million from liable, uninsured motorists (2009: € 3.2 million). Fighting of fraud is an important spear head of the Fund’s policies. In 2010, we established attempts to disadvantage the Fund, which amounted to € 2 million.

Each owner of a motor vehicle pays the fund an annual fee of € 6.60 as part of his insurance premium. Moped owners and owners of non-registered motor vehicles pay an annual fee of € 1.10.
